Professional activity: Expert in public procurement at the Polish Chamber of Information Technology and Telecommunications (PCITT), Chairman of the consulting firm iTexa® Sp. z o.o., Chairman of the Committee of Public Sector Procurement of PCITT, Member of PCITT Council. From 2008 to 2012, first co-worker, then CIO at Centrum Obsługi Zamówień Publicznych (Centre for Public Procurement-Related Services; from 2003 to 2011, deputy Chairman of PCITT.

Practice areas: Public Procurement Law. An expert, lecturer and author of numerous training courses and lectures on public procurement law, as well as a coach in several editions of „Post-graduate studies in Public Procurement” run by Kozminski University. Co-author of the course book „Nowe podejście do zamówień publicznych” (New Approach to Public Procurement) published by Centrum Obsługi Zamówień Publicznych sp. z o.o. He is participating in numerous large consulting projects connected with awarding contracts in IT, as well as contracts for highly advanced technical devices. He draws up tender specifications, including descriptions of the objects of contracts. He advises in the use of legal remedies, including preparing appeals. He conducted over 100 audits of contracts commissioned by the Authorities Implementing European Programmes, mainly in the area of IT, co-financed from the European funds (IEOP, IEOP). An organiser and speaker at numerous conferences devoted to the most difficult problems connected with awarding public procurement contracts, including conferences under the patronage of Public Procurement Office. An organiser of a conference on corruption prevention in public procurement. As a PCITT expert, for over 10 years he has been participating in the works of almost all Sejm commissions connected with the act – Public Procurement law. He is participating in the works of a team appointed by PPU, developing models of good practices in IT public procurements.
